Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from multiple capitals. Considerable effort is expended on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems activated: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, probably delivered by partner states. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes sober acceptance: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a defensive team – most likely Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on international aid – a dependence that European nations are clearly incapable to replace in the immediate future.
Failed Diplomacy
The detailed framework from Washington sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, persist.
Political Considerations
It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the status quo will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their objective will now be much harder after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
